N. Korean leader sends special envoy to China

SEOUL/BEIJING (Reuters) - North Korea sent one of its top military officials as a "special envoy" from its leader Kim Jong-un to Beijing on Wednesday, accompanied by a high-powered delegation in what appeared to be a bid to mend frayed relations with its most important ally.

The delegation led by Choe Ryong-hae, vice chairman of the country's top military body, was the most senior to visit China since Kim's kingmaker uncle Jang Song-thaek made the trip in August 2012.

Ties between Pyongyang and Beijing have been hurt by the North's third nuclear test, carried out in February, and by China agreeing to U.N. sanctions on the North and starting to put a squeeze on North Korean banks.

North Korean state news agency KCNA said China's ambassador to Pyongyang, who is seen as the closest of all foreign envoys to Kim Jong-un, saw the delegation off at the airport.

Choe's first meeting in Beijing was with Wang Jiarui, head of the ruling Chinese Communist Party's International Department, China's Xinhua news agency said, without providing details.

The diplomatic move by North Korea came after Japan reached out to Pyongyang last week by sending a special envoy to Prime Minister Shinzo Abe to hold talks over Japanese citizens abducted by the isolated and impoverished state.

Choe is one of the tight coterie of officials around Kim Jong-un, who has been in power for just over a year after succeeding his father.

He is a long-time political administrator and was surprisingly made a vice marshal in the army last year despite having no military background.

Jang's trip in 2012 had been aimed at securing a visit for Kim to Beijing and to win investment for the North's shattered economy, although it appeared to have failed, according to diplomats. Jang is seen as the most powerful official in North Korea after Kim.

"It is an important visit as he (Choe) is both a high-ranked official and coming as a special envoy of Kim Jong-un, and there have been no high level contacts between the two countries for such a long time," said Jin Canrong, associate dean of the School of International Studies at Renmin University in Beijing.

BEIJING LIKELY TO SEEK RETURN TO NUCLEAR TALKS

Jin, a specialist on China-North Korea relations, said Beijing would once again urge Pyongyang to return to the so-called "Six Party Talks" process, aimed at denuclearization.

The talks included the North, China, the United States, South Korea, Japan and Russia and have been stalled since 2009 when North Korea conducted its second nuclear test.

"The Chinese people have been angered by North Korea's provocations. Certainly one of China's demands will be for North Korea to stop doing this," said Jin.

As well as staging the country's third nuclear test, Kim Jong-un presided over the launch of two long range rockets. These are banned by the United Nations due to concerns Pyongyang is testing technology to use in a long-range nuclear missile.

North Korea is almost entirely reliant on China for imports of fuel and food and since it closed an industrial zone on the border with South Korea, has few other outlets for its exports.

The North has traditionally attempted to play China off against the United States and appeared to be open to the possibility of a deal with Japan that irked both Seoul and Washington when Abe's aide visited Pyongyang last week.

Yoshihide Suga, Abe's cabinet secretary, told a news conference on Wednesday that Japan aimed to resume talks with North Korea as part of attempts to resolve the abduction issue.

"Since we are probing all the possibilities, that is naturally included," Suga said.

Japan and North Korea last held government talks in November 2012, before the North's last long-range missile launch in December and nuclear test in February.

Given the spike in tensions between Beijing and Pyongyang in the wake of the February nuclear test, it appeared Choe's visit was unlikely to produce a meaningful accord.

A visit to Beijing for Kim Jong-un would be a major prize for the young leader.

"Jang Song-thaek came back with nothing from China. Since then not only has North Korea not changed, things have become worse," said Lee Ji-sue, a North Korea expert at Myongji University in Seoul.

Zach Galifianakis' character, Alan, is always doing the unexpected in the "Hangover" movies -- and the actor is apparently the same way in real life.

Galifianakis has helped an 87-year-old Los Angeles woman climb out of homelessness, finding her an apartment and paying her rent, and he has escorted her to premieres of his films, the New York Daily News reports.

The actor met Elizabeth "Mimi" Haist in 1994 when he visited the Fox Laundry laundromat in Santa Monica, Calif., where she volunteered, subsisting on tips from customers, the Daily News reports.

Just two years ago, he learned Haist was homeless and had been staying with various friends. Galifianakis arranged a small apartment for her, paying her rent, and introduced her to actress Renee Zellweger, who furnished the apartment, according to the newspaper.

In a 2010 interview conducted in the laundromat, Haist told Richard Stearns from Partners Trust Real Estate Brokerage that she had "no family left."

Before Monday night's Los Angeles premiere of the actor's new movie, "The Hangover Part III," the Daily News reported that Galifianakis would be escorting Haist to the event. "I?m looking forward to it," Haist told the Daily News. "I like the excitement of it."

Although Galifianakis was very visible at the event on Monday, there was no confirmation that Haist went as his guest. The premiere itself was overshadowed by the shocking news out of Oklahoma, where a devastating tornado hit Monday.

"Just like with any disasters, you feel silly doing a red carpet thing,"Galifianakis told USA Today.

The actor noted that celebrity hoopla always seemed strange to him, but especially in the storm's wake. "All of this is very bizarre to me and silly," he told USA Today. "The worship of celebrity culture is bad for our culture, to be honest. ... But as far as Oklahoma, obviously, you just hope and pray that things will turn up."

Portland, Ore., rejecting water fluoridation

(AP) ? The mayor of Portland, Ore., has conceded defeat in an effort to add fluoride to the city's drinking water.

With more than 80 percent of the expected ballots counted late Tuesday night, the Multnomah County election website showed the fluoride proposal failing, 60 percent to 40 percent.

Mayor Charlie Hales supported fluoridation and said "the measure lost despite my own 'yes' vote.

"That's sure disappointing, but I accept the will of the voters," he said in a statement.

Fluoridation foes were delighted.

"We're very excited with how the numbers look," said Kellie Barnes with the anti-fluoride group Clean Water Portland.

If the early returns hold up, "then Portlanders spoke out to value our clean water and ask for better solutions for our kids."

Voters in Portland twice rejected fluoridation before approving it in 1978. That plan was overturned two years later, before any fluoride was ever added to the water.

The City Council voted last year to add fluoride to the water supply that serves about 900,000 people. But opponents quickly gathered enough signatures to force a vote on the subject.

Rejection of the proposal would keep Portland the largest U.S. city without fluoride in the water or with plans to add it. San Jose, Calif., ? which is larger than Portland ? has been working to add fluoride to its water supply.

Voters had weeks to make their choice in the mail-ballot election. By Tuesday it was too late to rely on the postman, so drop boxes were placed across the city to accommodate those who waited until the final day.

"We were still getting ballots from drop sites close to 8 p.m.," said Eric Sample, a Multnomah County elections spokesman. That meant a "pretty darn long night" of vote counting that likely would stretch into Wednesday, he said.

Supporters and opponents of fluoridation raised hundreds of thousands of dollars and traded accusations of sign-stealing and shoddy science in an election that has been the city's most contentious of the 21st century.

A sampling of voters dropping off ballots earlier Tuesday in rainy Pioneer Courthouse Square found people opposed to fluoridation.

"People don't like change. When in doubt, say no," said Tracy Rauscher, a native Portlander who, like a native Portlander, did not use an umbrella.

Portland's drinking water already contains naturally occurring fluoride, though not at levels considered to be effective at fighting cavities. Backers of fluoridation say adding more of it to the water is a safe, effective and affordable way to improve the health of low-income children whose parents don't stress proper nutrition and dental hygiene.

Opponents describe fluoride as a chemical that will ruin the city's pristine water supply, and they argue that adding it would violate an individual's right to consent to medication.

Although most Americans drink water treated with fluoride, it has long been a contentious topic. In the 1950s, fluoridation was feared as a Communist plot. Today, people worry that its effect on the body has not been sufficiently examined.

"I don't want chemicals in my water," Sarah Lazzaro said after voting Tuesday. "I know that there are really no known health risks with it, but there's a lot of things we find out later in life really do have health risks."

The issue re-appeared on Portland's radar late last summer, when health organizations that had quietly lobbied the City Council for a year persuaded the panel to unanimously approve fluoridation by March 2014.

Days before the vote, 227 people ? most of them opponents ? signed up to testify at a public hearing that lasted 6 1/2 hours. When their objections weren't heeded, they quickly gathered tens of thousands of signatures to force Tuesday's vote.

Who were those three familiar Seventies faces spotted at Cincinnati-area amusement park Kings Island on Sunday? Marcia, Marcia, Marcia? Well ... no. But close.

Three now-grown "Brady Bunch" kids returned to the Mason, Ohio park on Sunday, nearly 40 years after they filmed a classically campy 1973 episode there.

"The Kings Island episode is one of my favorite episodes from the Brady Bunch, right up there with the episode shot in Hawaii and the Return of Johnny Bravo," said Barry Williams, who played oldest brother Greg.

You remember the plot, such that it was. Architect dad Mike flew the fam from California to Ohio where his firm was building an addition to Kings Island, then only in its second year of existence. Typical Brady hijinx ensue, and somehow middle sister Jan ends up with Mike's blueprints and Mike unrolls Jan's Yogi Bear poster at his meeting. Sadly, the park honchos didn't seem enamored with the idea of a bear-shaped add-on, and Mike's klutzy kids had put his job in danger once again.

But never fear, it's Bradys to the rescue! The family sets off in a relay race across the park, with even beloved and exercise-averse maid Alice zooming off to find the plans and get them to Mike in time.

The episode became a cast and fan favorite with plenty of memorable moments. Jan's plaid pants! Greg falling for a park employee and agreeing to parade around dressed in an animal costume! Alice getting dizzy after swinging around in a giant beer barrel on a Tilt-A-Whirl type ride! Bobby and Cindy eating, and eating, and eating!

Along with Williams, Susan Olsen, who played Cindy, and Christopher Knight, who played Peter, showed up to ride the rides and sign autographs. The cast members performed four sold-out shows for park visitors, with Williams singing his Eminem parody song, "The Real Greg Brady" and teaching the audience the choreography to that Brady musical classic, "Sunshine Day."

Williams told Cincinnati's ABC affiliate that the show's appeal is multigenerational. "It's really a treat to talk to people who watched us in first-run, there's a whole generation who watched us after school, and as you can see there's a whole upcoming generation watching on DVD," he said.

And Olsen told the station that the trip was a time warp. "We just assume our original roles -- not our character roles -- but our roles amongst each other," she said. "And we?re back to being kids."

Samsung taking on the Mac's Retina Display with new 276 PPI panel

Samsung does make some great displays, for sure, though while they've taken on the Retina Display on mobile, their laptop displays pale in comparison next to the MacBook Pro's Retina Display. In truth, only Google's Chromebook Pixel and Toshiba's new Kirabook can really sit at the same table as the Retina MacBook Pro. Samsung is looking to change all that with the announcement of their new panel with a staggering 276 PPI.

To get to that number, the new panel boasts a 3200 x 1800 resolution at 13.3-inches. Without officially confirming that the new display would be heading to their Ultrabook range, at that size it's a relatively safe bet that it won't be reserved for tablets. Samsung also says that the new display will boast 30% better power saving compared to existing LCD displays. The new display is being unveiled in Vancouver at Display Week 2013.

Until we see this new display with our own eyes, we'll have to reserve judgment. It certainly sounds enticing, especially when you consider the quality of the displays on both Retina MacBook Pro's, and even the Chromebook Pixel. More competition in the laptop display space can only be good news in the long run. Though, we're still wondering just how many pixels you really need to display that Windows 8 UI? Those will be some mighty fine looking squares.

Former GOP Senator Judd Gregg named CEO of lobbying group SIFMA

NEW YORK (Reuters) - The Securities Industry and Financial Markets Association named former Republican Senator Judd Gregg as its chief executive officer, the lobbying group said Monday.

The appointment of the veteran politician, who also was governor of New Hampshire and a member of the U.S. House of Representatives, continues a growing trend of legislators, financial regulators, bank executives and lobbyists moving back and forth among the channels.

Former Securities and Exchange Commission Chairman Mary Schapiro last month joined Promontory Financial Group, a Washington lobbying firm founded by former Comptroller of the Currency Eugene Ludwig.

The Securities Industry and Financial Markets Association, or SIFMA, also named its acting president and chief executive Kenneth Bentsen Jr. as president. He is a former Texas congressman and nephew of former Texas Democratic Senator Lloyd Bentsen.

Bentsen in February replaced Timothy Ryan, a banker and former regulator who resigned as president and CEO after almost five years at the trade group to become JPMorgan Chase & Co's chief regulator. A former savings and loan company regulator, Ryan previously worked at JPMorgan as vice chairman for financial institutions and governments.

Did the Associated Press blow an Al Qaeda informant's cover?

Some officials say the Associated Press scoop on a thwarted terrorist plot by an Al Qaeda affiliate in Yemen harmed the effort to neutralize a master bomb-builder. Does that excuse the Obama administration's aggressive crackdown on national security leaks?

Very bad, according to most journalism professionals worried about sources ? especially whistleblowers ? refusing to talk for fear of Big Government retribution.

?First Amendment radicals ? I count myself among them ? resist any and all such intrusions,? writes Reuters columnist Jack Shafer. ?You can?t very well have a free press if every unpublished act of journalism can be co-opted by cops, prosecutors and defense attorneys.?

But it?s still unclear how serious the leak was that led to the AP?s scoop about a foiled terrorist plot in Yemen and then to the sweeping search for the leaker. Did it in fact ?put people at risk,? as President Obama suggested this week?

Duke University Law School professor Christopher H. Schroeder, who was Assistant Attorney General for the Office of Legal Policy in the Obama administration from 2010 to 2012, obviously is not a disinterested source.

But he makes a good point about why the Justice Department went to such lengths to find the source of the leak regarding a story involving what could have been a successful underwear bomber tied to Al-Qaeda in the Arabian Peninsula targeting a US airliner.

?What went completely without mention in the initial coverage was the fact that thwarting this plot was not the objective of the ongoing undercover operation,? Mr. Schroeder wrote on Huffington Post this week. ?Its true objective was to gain enough intelligence to locate and neutralize the master bomb builder, Ibrahim Hassan al-Ashiri, who works with an Al-Qaeda affiliate, Al-Qaeda in the Arabian Peninsula (AQAP).?

?Penetrating AQAP is incredibly difficult,? Schroeder continued. ?This double agent provided a rare opportunity to gain critical, life-saving information. Whoever disclosed the information obtained by the AP had not only put the agent's life and his family's life in danger. He also killed a golden opportunity to save untold more lives that now remain at risk due to al-Ashiri remaining at large.?

Gold, Silver Miner ETFs Down Over 10% for Week | ETF Trends

ETFs tracking gold and silver miner stocks continued to plunge this week to new multiyear lows as precious metals were also under severe pressure.

Market Vectors Junior Gold Miners ETF (NYSEArca: GDXJ), Market Vectors Gold Miners (NYSEArca: GDX) and Global X Silver Miners ETF (NYSEArca: SIL) were all poised for weekly losses of more than 10% in afternoon trading Friday.

Stem-cell-based strategy boosts immune system in mice

May 16, 2013 ? Raising hopes for cell-based therapies, UC San Francisco researchers have created the first functioning human thymus tissue from embryonic stem cells, in the laboratory. The researchers showed that, in mice, the tissue can be used to foster the development of white blood cells the body needs to mount healthy immune responses and to prevent harmful autoimmune reactions.

The scientists who developed the thymus cells -- which caused the proliferation and maturation of functioning immune cells when transplanted -- said the achievement marks a significant step toward potential new treatments based on stem-cell and organ transplantation, as well as new therapies for type-1 diabetes and other autoimmune diseases, and for immunodeficiency diseases.

Starting with human embryonic stem cells, UCSF researchers led by Mark Anderson, MD, PhD, an immunologist, and Matthias Hebrok, PhD, a stem-cell researcher and the director of the UCSF Diabetes Center, used a unique combination of growth factors to shape the developmental trajectory of the cells, and eventually hit upon a formula that yielded functional thymus tissue.

The result, reported in the May 16, 2013 online edition of the journal Cell Stem Cell, is functioning tissue that nurtures the growth and development of the white blood cells known as T cells. T cells are a central immune cell population that responds to specific disease pathogens and also prevents the immune system from attacking the body's own tissues.

The thymus might be a bit obscure to the layperson -- it's a small gland at the top of the chest beneath the breastbone -- but it is in no way expendable, as individuals with defective thymus function succumb to infection early in life.

Given the invasive nature of cell therapy, which remains completely experimental, the first treatments using laboratory-derived thymus tissue would likely be studied in patients with fatal diseases for which there are no effective treatments, Anderson said. For example, one early treatment might be for the genetic disease DeGeorge syndrome, in which some newborns are born without a thymus gland and die in infancy.

However, a potentially greater impact may be in the area of tissue transplantation, a goal of the emerging field of stem-cell based therapies. Stem-cell-based therapies now are limited by the potential for the immune system to reject transplanted stem cells, Anderson said. For transplantation, stem cells might be coaxed down two developmental pathways simultaneously, to form both thymus tissue and a replacement organ. Transplantation of both might overcome the rejection barrier without the need for harmful immunosuppression, according to Anderson.

"The thymus is an environment in which T cells mature, and where they also are instructed on the difference between self and non-self," Anderson said. Some T cells are prepared by the thymus to attack foreign invaders -- including transplants, while T cells that would attack our own tissues normally are eliminated in the thymus.

In the same vein, thymus tissue might one day be used to retrain the immune system in autoimmune diseases in which the immune system abnormally attacks "self," thereby enhancing recognition and protecting from immune destruction.

Researchers have discovered many of the proteins and growth factors that are switched on during the course of embryonic development and that are crucial to organ formation. Hebrok likens the quest for organ specific cells, including thymus cells and the elusive pancreatic beta cell, to an adventurous road trip. The pancreas and the thymus branch off the gastrointestinal tract in different places, but they share certain developmental markers.

To get to thymus cells, the researchers tried dozens of protocols, timing the switching on of the key factors differently each time. "If we used one factor for a day longer or shorter it would not work," Hebrok said. With the milestones misplaced, "It would be like driving down the highway and missing your exit."

The researchers caution that they have not perfectly replicated the thymus, and that only about 15 percent of cells are successfully directed to become thymus tissue with the protocol used in the study.

Even so, Anderson said, "We now have developed a tool that allows us to modulate the immune system in a manner that we never had before."

Additional study authors include UCSF Diabetes Center postdoctoral fellows Audrey Parent, PhD, Holger Russ, PhD; and graduate students Imran Khan, Taylor LaFlam, and Todd Metzger.

Currently, many women make difficult medical decisions based on age, ethnicity, medical history, family history, lifestyle and BRCA-gene status that are weighted independently and collectively to estimate risk for the development of breast cancer. However, a woman with all odds against her may never develop breast cancer, while another with no known risk factors may succumb to the disease within a few years.? There are still many unknowns.

Currently, large cohorts of women with a diagnosis of breast cancer are providing information to researchers and the technology to discover previously unknown genetic factors is rapidly developing ? both outcomes bring the opportunity for new discoveries.?

While there is no doubt BRCA1 and BRCA2 genetic mutations significantly increase a woman's risk of developing breast cancer, they are not the only factors involved. Some women who have the known BRCA mutations never go on to develop breast cancer; while some women with no BRCA mutations do. If we can interrupt that chain of events at any point, we can save lives.?

In collaboration with Iuliana Shapira, M.D., at the Monter Cancer Center, we have been collecting blood and tumor samples from women diagnosed with breast and/or ovarian cancer to study the course of the disease from diagnosis through completion of treatment. By studying samples from the same person at different points, we can identify changes at the DNA-, RNA- and protein-level that reflect the presence of cancer, disease status, treatment response and, in some cases, relapse. Data on multiple factors from serial time points gives us important insight into what makes cancer cells different from normal cells and how we can potentially leverage this information towards prevention, detection and treatment.

We are also collecting longitudinal (yearly) blood samples from women who are at high risk for developing cancer to see if biomarkers are present that could indicate future cancer?development. Indentifying measureable, pre-cancer changes would give us a tool to distinguish women who are at high risk for developing cancer, but may not distinguish women who are at high risk who will go on to develop cancer in the near future. The key to curing cancer is early detection.

With the availability of subject samples to study and the methods to perform in-depth genetic analysis on multiple levels, we will ultimately be better equipped to accurately identify and define an individual's risk of developing breast cancer rather than relying on population statistics.
