Russian ally Kyrgyzstan sets U.S. air base closure deadline

BISHKEK (Reuters) - Kyrgyzstan on Thursday gave the United States until July next year to shut its airforce base at Manas, a staging post for U.S. troops and supplies in the Afghanistan conflict but now deemed unnecessary as foreign forces pull out.

The move is likely to please Russia as it vies with the West and China for influence in the resource-rich region, once part of Soviet Central Asia.

Troops from NATO's International Security Assistance Force (ISAF) are preparing to leave Afghanistan by the end of 2014, ending a costly and increasingly unpopular war launched after the September 11, 2001, attacks by al-Qaeda on U.S. cities.

The Manas Transit Center outside the capital Bishkek, which numbers about 1,000 U.S. servicemen, has been in operation since the end of 2001. The Kyrgyz government said in a note issued prior to a vote in parliament: "Further functioning of this facility is unnecessary".

Parliament passed the law by 91 votes to five, setting a deadline of July 11, 2014, for the base to close.

Russia secured an extension of the lease of its own air base in Kyrgyzstan last September.

In the wake of the 2001 attacks, Moscow said it had no objections to the United States and its allies using Central Asia for deployment and transit of their troops and cargo to neighboring Afghanistan.

But the Kremlin later became wary of the growing foreign military presence in a region which was once its imperial backyard.

Kyrgyz President Almazbek Atambayev, elected in 2011, has staked heavily on closer ties with Russia and repeatedly assured Moscow that the U.S. air base would be shut in 2014.

Visiting Bishkek last September, Russian President Vladimir Putin agreed to write off nearly $500 million in debt from Kyrgyzstan in exchange for a package of deals that extended Moscow's economic and military foothold in the volatile nation.

This included a 15-year extension to Russia's lease of the Kant military air base outside Bishkek.

Kyrgyzstan, a mountainous nation of 5.5 million which lies on a drug trafficking route out of Afghanistan, has been hit by periodic bouts of violence and has seen two presidents deposed by revolts since 2005.

The economy, which contracted last year, relies heavily on a gold venture with Canada's Centerra Gold and cash remittances sent home by its migrant workers in Russia.

Ending its agreement on Manas with the United States, Kyrgyzstan will lose annually $60 million paid by Washington for the lease, and maybe more significant sums in indirect revenues from the base, parliamentarian Akmatbek Keldibekov told Reuters.

Kyrgyzstan is part of the Collective Security Treaty Organisation (ODKB) of several post-Soviet states, which is led by Moscow. It is also a member of the Shanghai Cooperation Organisation dominated by Russia and China.

"Politically, we won't renege on our commitments - we will stay with Russia both in the SCO and ODKB," Keldibekov said.

The racists couldn't keep him down. The crowd at Thursday night's NBA Finals game between the San Antonio Spurs and Miami Heat gave 11-year-old Sebastien De La Cruz a roaring standing ovation as he returned to sing the national anthem again.

De La Cruz sang the anthem Tuesday night as well. After that performance, he was called numerous racial slurs by Twitter users. Many of the tweets assumed that De La Cruz was Mexican, perhaps due to his traditional mariachi costume, and went on to insult that country.

De La Cruz, again wearing mariachi clothing, was introduced on the court by San Antonio's mayor, Julian Castro. After singing, he was congratulated by Gregg Popovich, coach of the Spurs, and Erik Spoelstra, coach of the Heat.

Before De La Cruz performed, actress Eva Longoria sent a tweet saying, "As a Mexican-American, I am so proud of Sebastian De La Cruz, a great symbol of what America is today!"

De La Cruz first gained fame when he made it to the semifinals of "America's Got Talent" last season.

He responded to the racist tweets with a tweet of his own, writing, "Please do not pay attention to the negative people. I am an American living the American Dream. This is part of the American life."

Many of those who posted racist messages have since deleted their Twitter accounts.

Shareholders of Wapic Insurance Plc have expressed satisfaction over the N3.51 billion rights issue being embarked on by the company, calling all the existing shareholders to take advantage of the offer to increase their holding.

They observed that the profile and public perception of the underwriter has since improved following its take by Access Bank Plc.

Speaking on behalf of members of Renaissance Shareholders Association of Nigeria, the president, Ambassador Olufemi Timothy, said ?It is a good development. My advice to shareholders is to endeavour to take up their rights and even buy more.

?You know Access Bank took over the company as a result of its take over of Intercontinental Bank, which was the parent bank. All insurance business of Access Bank will be handled by the company and it will leverage on the good will of Access Bank to boost its business and create value for investors. So, for me, it is a good buy and it is a promising company.?

Wapic is offering 6.65 billion ordinary shares of 50kobo each at 55kobo per share to its existing shareholders in the ration of eight new shares for every 10 previously held.

The offer opened on Monday, 10th June, 2013, and is billed to close on Friday 5th July 2013.

Speaking through Taukeme Koroye, a non-executive director of the company,? Wapic?s Chairman, Aigboje Aig-Imoukhuede, explained that the rights issue was a first step towards raising additional capital for Wapic?s long term infrastructure and expansion objectives, adding that the required endorsements from shareholders to guarantee the success of the offer has been received

He added that requisite approvals have been received from the Securities and Exchange Commission, SEC, and the Nigeria Stock Exchange, NSE, while explaining that shares being offered would rank pari passu in all respects with the existing shares of the company.

The Managing Director of Wapic Insurance Plc, Mr. Segun Balogun, also disclosed that plans are in top gear to ensure complete uptake of the issue. ?Our shareholders are excited at the prospect of a company with a significantly robust capital base and the underwriting privileges it would confer on the company,? He added.

Balogun further stated that Wapic is gradually being repositioned for growth in all aspects and lines of business, adding that the company has strengthened its capacity by restructuring its business model.

It would be recalled that shareholders had on June?4, 2012, during the company?s 53rd Annual General Meeting, authorised plans by the Wapic?s board of directors to raise N5billion to boost the company?s operations. The additional funds, which shall be raised will be used amongst other things to expand operations, improve infrastructure and IT capabilities and also to inject additional capital into the company?s subsidiaries.

LAGUNA NIGUEL,CA--A guy in California is in major trouble after he accidentally sold his wife's $23,000 wedding ring.

Eric Cloutier made a mistake after he sold his wife's wedding ring while she was recovering in the hospital after giving birth to their fifth child.

The ring was apparently put in a cheap watch box for safe keeping by Cloutier's wife but Mr. Cloutier didn't know this, so when someone purchased the watch box for 10 dollars they got as expensive surprise along with it.

The couple is now hoping the blonde woman who purchased the watch box hears their story and returns the ring.

Sprint's updated contract lays out your choices when WiMAX ends

More than a year after Sprint stopped launching WiMAX phones, it added a new paragraph to its terms and conditions that indicate its impending breakup with the wireless standard. According to PCWorld, the change (originally noticed by an S4Guru forum user) was implemented on May 22nd. You can read it in its entirety after the break, but to summarize: if you have a WiMAX device, you'll eventually have to decide whether you want to keep using your phone without it, deactivate your contract or transition to the carrier's LTE network. You won't have to pay an early-termination fee if you choose deactivation, while you'll get a "standard" LTE device (Sprint didn't specify which) if you opt for transition. The Now Network didn't say how long it will continue supporting the flagging wireless standard, but it's clear as day it's focusing its efforts on widening its LTE coverage.
